Moves a user's file to a remote AILANG MCP service with code, never through model output: single-use, account-bound, size-capped upload tokens stored as digests (Z3-proved admission rule), a SEP-2631-shaped upload descriptor, mcp-file:// fileRefs resolved once for their owner, a Net[scope=public] fetch for ChatGPT openai/fileParams, and a self-contained MCP Apps upload widget (direct POST, via-host fallback, an optional app-initiated tools/call after the upload, ui/update-model-context). Service plugs in byte/metadata storage hooks.
